What's the statute of limitations for collections on Vehicle Code fines in Calif?

I have a friend that had a $57 fine with the last transaction date of 11-30-2002 and he was sued on 11-5-2007 and the total balance is now $9,587.00 - Everything I've read is Calif is a 4 year statute.|||None.
