What's the statute of limitations for collections on Vehicle Code fines in Calif?

I have a friend that had a $57 fine with the last transaction date of 11-30-2002 and he was sued on 11-5-2007 and the total balance is now $9,587.00 - Everything I've read is Calif is a 4 year statute.|||None. When you owe the government, you owe the government. Have your friend pay the fine.|||There is no statute of limitations on the collections of fines for vehicle violations in California or other states as well. Tell your friend that if he doesn't pay the fine Arnold is going to hunt him down and slap the cowboy sh!t out of him......|||There is no limitations|||With this one they may want to see if they will take a settlement amount to clear the account. When you owe a debt, you owe a debt.
